SNOWMASS VILLAGE, CO - Richard C. Goodwin, Chairman of the Board, has announced
that the Middle East Peace Dialogue Network, Inc. (MEPDN) has engaged the H. L.
Education for Peace, Ltd. and the Economic Cooperation Foundation in Israel to
prepare a comprehensive Regional Peace Plan (RPP). A grant of $1 million has
been allocated for the RPP. In essence, the plan will say to Israel's enemies
(all twenty-three) what Israel will give for peace and what Israel wants for
peace. The Peace Plan will include:
(1) Two states.
(2) The borders will be mutually agreed upon with territorial adjustments and
reparations.
(3) West and East Jerusalem will be the capital of both states. The Arab
neighborhoods of Jerusalem will be under Palestinian sovereignty, the Jewish
neighborhoods under Israeli sovereignty.
(4) Palestinian refugees will return only to Palestine. Jews will return to
Israel. With Palestinian approval, some settlers (if they wish), may be
permitted to remain in their present West Bank home.
(5) The Palestinian state will be demilitarized.
(6) An International military to enforce security agreements, and a DMZ.
(7) Money will be made available to Palestinians for economic growth. Thanks

(8) An Economic Development Authority to be managed by Palestinians and
Israelis. Money will be loaned by the International community (i.e. The
Marshall Plan).
(9) Mutual Defense Agreements (i.e. The North Atlantic Treaty Organization -
NATO).
(10) All middle east countries will be invited to join the "Middle East Peace
Regional Union."
(11) There will be diplomatic exchanges and no trade barriers.
(12) Prisoner exchanges and releases.

An Aspen Institute Crown Fellow, Jacob Ner-David of Jerusalem has been appointed
by the Aspen Institute's CEO, Walter Isaacson, to assist in this vital project.
Richard C. Goodwin has committed to fund the RPP and has already distributed
$300,000. He is going to work with American and International Peace
Organizations for the purpose of creating the Middle East Regional Peace
Alliance which will support the RPP when completed. Also, support will be asked
of many influential world leaders and organizations.
When the RPP is completed, final endorsement will be asked of Israel's
government and citizens to approve, or modify. Then, the Palestinian government
and its citizens will be asked to approve or modify, as well as all Arab Nations
at war with Israel.
